Wendi Powell, PharmD
Director, Drug Intelligence & Formulary Strategy

With more than 30 years’ experience shaping formulary strategy spanning outpatient pharmacy, national PBMs, and Medicaid leadership, Wendi Powell brings a rare full-industry perspective to her role as Director of Drug Intelligence & Formulary Strategy at Expion Health, where she connects data, clinical expertise, and technology to deliver best-in-class formulary management.
Wendi leads the Pharmacy & Therapeutics (P&T) Committee, keeping formularies accurate, clinically sound, and tailored to each client’s needs. She oversees the development of drug monographs, therapeutic class reviews, and clinical policies, while playing a hands-on role in formulary operations. Wendi also tracks the drug pipeline to anticipate market shifts and identify where client action may be needed.
Her career began in direct patient care before moving to pharmacy leadership within a large Midwest health system and formulary strategy for its affiliated health plan. She went on to spend nearly a decade at UnitedHealthcare and OptumRx, leading specialty pharmacy policy and utilization management programs, followed by more than 10 years as MDwise’s Director of Pharmacy, where she drove Indiana Medicaid formulary strategy, utilization management and clinical program design.
Across these roles, Wendi has led P&T Committee work for more than 20 years. She earned her Doctor of Pharmacy from Purdue University and serves as an Indiana State Delegate for the Academy of Managed Care Pharmacy’s Midwest Chapter.
